The Friends of Glenthorne has been pleased to work with the City of Marion in continuing to progress the outcomes of the 2015 Community Vision Day Report that "Friends of Glenthorne" hosted then, which was supported by the City of Marion. We have recently been notified of further progress, and we have obtained the following report (available from the City of Marion website), and we quote this report below (in total) for your convenience. The report of our 2015 "Community Vision Day" can be downloaded here. (PDF format)
City of Marion (CofM) - Corporate Report for Decision – 22th Nov 2016.
Glenthorne Farm Community Engagement – Report Reference: GC221116R06
Background:
8 Sept 2015 – Martin Schumacher (Friends of Glenthorne Chair) and Pamela Smith (Friends of Glenthorne Patron) gave a deputation to Council and the Council voted unanimously to “liaise with key Glenthorne stakeholders”, including the UofA, State Government, local Natural Resources Management Board and the Friends of Glenthorne to “promote uses of the land to achieve the best outcomes for the community.”
12 July 2016 – City of Marion Mayor, Kris Hanna, wrote to Mr Bruce Lines (Chief Operating Officer and Vice President, Services and Resources from the University of Adelaide) expressing the Council’s strong desire to see community and environmental outcomes achieved at Glenthorne Farm. The Council advocates for accessible open space and improved environmental outcomes on behalf of the community. Mayor Hanna highlighted the UofA’s requirement to develop, amongst other things, a concept plan for the site and invited the UofA to brief the Council on its current plans.
26 September 2016 – City of Marion CEO Adrian Skull met with DPTI in regards to Glenthorne Farm.
City of Marion has previously passed two motions supporting Glenthorne Farm.
· 8 Sept 2015 – Council voted unanimously to “liaise with key Glenthorne stakeholders”, including the UofA, State Government, local Natural Resources Management Board and the Friends of Glenthorne (see above for more detail).
· 27 Sept 2016 – Council reaffirmed “strong support for Glenthorne Farm to be preserved for future generations as a site for revegetation, open space, heritage interpretation, and related public uses, consistent with the Friends of Glenthorne vision document. The motion advises the State Government and the University of Adelaide (UofA) that the CofM maintains strong support for the future of Glenthorne Farm to be consistent with the Land Management Agreement and Deed of Agreement between the State Govt and the UofA in relation to the uses mentioned above and notes that Mayor Hanna has requested a briefing for Councillors from the UofA regards its plans for the future of Glenthorne Farm. The motion further requires a community engagement strategy to be drafted, for Council’s consideration, to ensure community aspirations for the property are actively promoted (GC270916R04). Motion carried 10 to 1.
State Liberal Party (Opposition) announced their plans for the Glenthorne National Park at the 30th Friends of Parks Forum 2016 on 16th October 2016, should they get elected at the March 2018 State election. A motion by the City of Marion (GC221116M02 – listed in the General Council Meeting agenda of 22 Nov 2016) applauds the state national park principle, which “will permit biodiversity corridors for native flora and fauna, as well as conservation of natural and built heritage.”
City of Marion Infrastructure Committee Meeting 1st November 2016 noted the State Liberal Party announcement of the Glenthorne National Park, if elected. The committee discussed key milestones for each project and highlighted the following points about Glenthorne Farm. 1) Glenthorne is still an option for soccer fields, as is the DEWNR land adjacent to the proposed BMX site. 2) Council is advocating for the State Government to adopt a vision for the use of the land (Glenthorne). Council’s position is to advocate for public access to the land and is not supportive of residential development on the site. It must be stated that this point vastly understates the Council’s stated position – see above motion of 27/09/2016.
3rd November 2016 – the Mayor, Kris Hanna met with Hon. John Rau MP regarding Glenthorne Farm and Housing Diversity DPA – Mayoral Communication Report – Council Meeting agenda for 22 Nov 2016.
22 November 2016 - Corporate Report – Glenthorne Farm Community Engagement (GC221116R06):
City of Marion - Manager Strategic Projects, John Valentine proposed, following previous Council resolution, that the Council consider a community engagement strategy to promote the community’s aspirations in relation to Glenthorne Farm. Report Reference GC22116R06.
The report states that the CofM has long advocated that Glenthorne be preserved for revegetation, open space, heritage interpretation and related public uses. Council and the Friends of Glenthorne have worked closely and the Friends have worked voluntarily at Glenthorne for many years and have consistently and strongly advocated for its future. In 2015 the Friends developed a detailed community vision for the property which states “There is a vision of it being an environmental exemplar where endangered woodlands and birds thrive, supported by science, contributing to research and achieved by, amongst other things, carefully planned woodland plantings.”
The purpose of the community engagement strategy (CES) is to promote the community’s aspirations for the future of the property and to obtain commitment from the State Government and the University of Adelaide to have Glenthorne preserved for revegetation, open space, heritage and public use.
Elements of the CES include flyers to 5,000 households, on-site open day and rally, petition, promotion through media and social media outlets, banners strategically located at Glenthorne and the throughout the City of Marion precinct and an on-line video showcasing the property. This strategy is costed at $26,400. These activities would be complemented by lobbying of key decision makers and parties of influence, including the Premier, Jay Weatherall, Deputy Premier and Minister for Planning, John Rau, Minister for Infrastructure, Stephen Mulligan, Minister for the Environment, Ian Hunter, University of Adelaide Vice Chancellor, Warren Bebbington, the University of Adelaide Council, the Federal Environment Minister, Greg Hunt, AMLR NRM Board, Heritage SA, City of Onkaparinga, Conservation Council, Wilderness Society, Greening Australia etc.
Over the 15 year period of UofA control, there has not been progress in accordance with the Deed of Agreement between the University of Adelaide and the State Government. The Glenthorne Farm Community Engagement Strategy (CES) “will ensure that the community can clearly voice their aspirations for Glenthorne and help shape an enduring solution.” The formal public campaign is planned to commence in early 2017.
Prior to the Council vote, Mayor Hanna spoke about the State Liberal Party Glenthorne National Park as being consistent with Council objectives. Mayor Hanna stated that he had met with Minister for Planning, John Rau, who stated that the State Government were wanting to be non-interventionist at this stage and that the Minister was planning to write to both the UofA and the CofM requesting that both parties enter into dialogue in regards to the future of the Glenthorne property. Mayor Hanna stated that the UofA currently held the view that their current confidential concept plan for Glenthorne was about to be issued to Cabinet for approval. Mayor Hanna then stated that “no such thing” was happening, according to John Rau, and that despite Bruce Lines from the UofA meeting with CofM CEO Adrian Skull many months ago and Council requesting a briefing to Council of its plans, the Mayor was still waiting on a response.
Councillor Ian Crossland stated that the Council should lobby not for just the southern suburbs, but for the whole community of Adelaide in regards to Glenthorne’s future, especially if the Liberal’s national park plan was to come to nil. Cr Crossland said that it was good to see the Council’s media section involved and that the public’s perception would be put on record to further the cause.
Councillor Janet Byram stated that it was very important to gain public awareness and State Government support in order to secure Glenthorne Farm’s future and this project following the CofM’s recent success with the Oaklands Wetlands development, which also gained widespread community support.
This motion was carried – voted 10 to 1 in favour.
See what they are doing at this pretty spot along the Torrens River. Here is their website, at www.valeparkourpatch.com
It is good to occasionally attend this site, and see the growth of the plantings. A few significant weeds have thrived amongst the tree guards, and as opportunity takes us these will be dealt with. (any volunteers???) It is also pleasing to see other plantings appearing, which seem to have been done by well-meaning locals, and will hopefully escape the blades of the inevitable mower when the contractor comes there at some stage.
Take a drive down Nari Lane (Drive) sometime, to see what was done. You will be surprised. And more is yet to come!
Your membership is very important to the work of Friends of Glenthorne. But better still, is making use of your membership, and coming to enjoy this beatiful property as the University allows.
Membership is $10.00 individuals, $20.00 family and $35.00 institutional.
